FBI rookie Johnny Utah (Keanu Reeves) goes undercover to infiltrate a group of surfers suspected of being the “Ex-Presidents,” a gang of bank robbers who wear masks of former U.S. presidents during heists. As Utah befriends the charismatic surfer Bodhi (Patrick Swayze), he becomes torn between his duty and his growing admiration for Bodhi’s free-spirited philosophy, leading to a high-stakes confrontation between loyalty and the law.
