Set in 1950s Los Angeles, the film follows an elite squad of LAPD detectives known as the “Hat Squad” (led by Nick Nolte as Max Hoover), who operate with brutal efficiency to keep the city’s underworld in check. When the body of a young woman (Jennifer Connelly) with ties to Hoover is found brutally murdered, the investigation leads him into a web of corruption involving the military, the Atomic Energy Commission, and his moral compromises. As Hoover digs deeper, he confronts personal demons and systemic power, revealing a dark conspiracy that threatens to destroy him and his team.
